The Opportunity
WSDOT is currently seeking two Transportation Technician 3s to join the Olympic Region’s (OR) Port Orchard Project Engineering Office (PEO). This position serves as a Quality Assurance and Quality Verification technician, independently performing skilled journey-level technical support of engineering projects to include construction, design, and general office support. The Transportation Technician 3 exercises initiative and judgement by independently carrying out assignments according to established policies, procedures, and standards. This includes providing essential support in monitoring contractor’s activities during construction; ensuring project work is performed in accordance with contract documents; independently performing materials sampling and testing, and acceptance procedures; and assisting project inspectors in performing daily inspection and audits of work performed. This position may be assigned sole responsibility for inspection duties on smaller projects or specific items of work on larger projects.

What to Expect
Inspection work is performed outdoors, in inclement weather, in daytime or nighttime. Extended hours may be required; position is eligible for daily overtime. This role will require working a varying schedule, including night work.

Among the varied range of responsibilities held within this role, the Quality Assurance & Quality Verification Technician will:

Serve as assistant to Project Inspectors and Quality Verification Engineers on highway-related construction projects.
Assist Project Inspector in writing and checking pay-notes, and collect and track project material documentation and general inspection in all facets of highway construction.
Conduct Quality Verification and assurance inspections and audits.
Conduct materials testing for concrete, asphalt, aggregate, densities, and other material testing and tracking as required; manipulate and/or transport materials and equipment to and from the field.
Operate state vehicle to travel to project sites.
Assist with performing quality verification and constructability design oversight for Design Build projects.
Receive, distribute, and track multiple design review of the Design-Builders submittals.
Serve as a Computer Aided Drafting and Design (CADD) operate responsible for creating contract plan sheets.

Qualifications
This position has been approved for in-training. The hiring manager is looking to hire at the Transportation Technician 3 (TT3) level; however the in-training plan will allow candidates to be considered as a Transportation Technician 2 (TT2) or Transportation Technician 1 (TT1) levels.

To be considered for this opportunity at the Transportation Technician 1 level, the following are required:
Graduation from high school or GED equivalent.
Possession of an unrestricted valid driver’s license to operate vehicles in Washington State
Ability to traverse rough, steep, and uneven terrain.
Ability to transport, move, and manipulate various types of equipment weighting up to 35 pounds.

To be considered for this opportunity at the Transportation Technician 2 level, the following are required:
An Associate degree in Civil Engineering Technology, surveying, drafting or other closely related fields.
OR
Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or other closely related fields.
OR
Graduation from high school or GED equivalent AND two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent. (College level or vocational/technical course work in engineering, drafting, survey, mathematics, or other closely related fields will substitute for the required technical engineering experience on a year-for-year basis.)
OR
Three (3) years of experience as a Highway Maintenance Worker, one of which must be as a Highway Maintenance Worker 2.

AND
Possession of an unrestricted valid driver’s license to operate vehicles in Washington State
Ability to traverse rough, steep, and uneven terrain.
Ability to transport, move, and manipulate various types of equipment weighting up to 35 pounds.

To be considered for this opportunity at the Transportation Technician 3 level, the following are required:
Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent.
OR
A Bachelor's degree in Engineering.
OR
Certification as an Engineer-in-Training.
OR
A Land Surveyor's license.

AND
Possession of an unrestricted valid driver’s license to operate vehicles in Washington State.
Ability to traverse rough, steep, and uneven terrain.
Ability to transport, move, and manipulate various types of equipment weighting up to 35 pounds.
Knowledge and understanding of engineering principles, methods, and practices.
Knowledge of inspection techniques and field documentation required to verify quality and quantity of work performed by the contractor.
Proficient in operating Windows based computers and software, such as MS Office Suite, including Excel, Word, SharePoint, and Outlook; and computer applications involving databases and computer aided engineering software.
Written, verbal, and presentation skills to communicate technical information effectively and professionally to a diverse audience, including those with non-technical backgrounds, virtually, telephonically, and in-person.
It is preferred that qualified candidates also have:
Skills to check engineering calculations for accuracy and completeness.
Skills to interpret contract plans and specifications.
Skills to clearly and concisely document project activities.

Important Notes
This recruitment will be used to fill two permanent positions within the Olympic Region based out of Port Orchard, WA. This recruitment may also be used to fill additional vacated positions.
This position offers flexible/hybrid remote work options.

Transportation Technician 1: $43,428 – $58,104
Transportation Technician 2: $52,620 – $70,800
Transportation Technician 3: $59,616 – $80,112
Regular travel to and from construction sites to perform inspection and/or materials testing in assigned geographic area; occasional travel to other office locations to attend meetings or training.
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
