The Opportunity
WSDOT Division of Accounting and Financial Services (AFS) is seeking to fill a Procurement and Supply Specialist 3 vacancy located in Olympia, WA. This position contributes to the WSDOT mission by coordinating purchasing activities with Headquarters offices regarding their procurement and material management needs, resolving vendor performance problems, and striving to achieve the best value for the state. As a designated purchasing expert, this position conducts competitive procurement actions for goods and services for organizations statewide and has authority to modify or adapt purchasing procedures to accommodate specialized acquisitions. This position also develops and conducts statewide procurement training. The Procurement and Supply Specialist 3 must use expert judgement and understand the purchasing and contract laws, policies, and best practices in advising customers on procurement for goods and services.

What to Expect
Among the varied range of responsibilities held within this role, the Procurement and Supply Specialist 3 will:

Create, issue, and evaluate requests for purchases, quotations, and invitations for bids for statewide goods and service acquisitions.
Manage and oversee legal integrity and compliance with RCW 39.26.
Verify receipts and provide financial services with applicable documentation.
Communicate with Department of Enterprise Services (DES) and with global suppliers to identify strategic sourcing opportunities.
Reconcile credit card transactions.
Maintain Remedy database with supplier information, product list, and agreements.
Aid in training to WSDOT employees and state auditor on purchasing and inventory analysis, to include implementing procurement training.
Deliver presentations, conduct site assistance visits, and represent the agency at statewide outreach events.

Qualifications
To be considered for this opportunity, the following are required:
An Associate's degree in business administration, logistics management or related field. Additional experience may substitute for a degree.
Three (3) years of experience in procurement or supply management. Additional education may substitute for experience.
Advanced skills in utilizing Microsoft Office applications including Word, Excel, Teams, and Outlook.
Strong organizational and time management skills.
Skills to communicate effectively with diverse groups utilizing oral, written, and electronic communication methods.
Demonstrated ability to use independent judgment to accomplish assignments and solve problems.
Demonstrated ability to be flexible and work in a rapidly changing environment.
Demonstrated ability to prepare and conduct effective training in one-on-one or group sessions using a variety of teaching methods.
Ability to pass a criminal background check.

It is preferred that qualified candidates also have:
A Bachelor's degree; professional certification (i.e. CPPB, CPCP).
Government experience; experience with WSDOT systems.

Important Notes
This recruitment may also be used to fill additional positions per business needs.
This position may require travel to Department locations statewide and stay for up to four consecutive days at a time; maximum of ten days a month.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. This position offers flexible/hybrid remote work options.
